HISTORY/BIOGRAPHICAL SKETCH: Richard Perly Cull was born January 6, 1883, the son of Richard Cameron and Nancy Helen Cull. Originally from the Stanstead County, Quebec, Perly was employed by the A.E. Howse Company Limited in Nicola, British Columbia in early 1906. In March of that year, he left British Columbia and returned to Edmonton, Alberta. In May, Perly and Arthur Hovey, recently arrived from Sherbrooke, Quebec, set out for White Whale Lake (now Wabamun Lake), Alberta, where Perly had filed for a homestead, the northwest quarter of section 16, Township 53, Range 5, West of the 5th Meridian (16-53-5-W5) on April 14, 1906. In 1907, together they opened a general store and later added a post office which was given the name Seba; Perly was the first postmaster. In 1910, Arthur and Perly sold sixty acres of lakefront property to Ernest Chauvin for a townsite. When the Summer Village of Seba Beach was incorporated in 1920, Perly served on the first village council. He married Mary Atkinson in 1920, and they had one son, Richard Henry. R.P. Cull died January 18, 1967.
