| HISTORY/BIOGRAPHICAL SKETCH: | Dates of Founding and/or Dissolution:
The Law Enforcement Review Board was established on July 1, 1973 under the Police Act (S.A. 1973, c. 44) as the Law Enforcement Appeal Board. It assumed its present name in 1988 through a revised Police Act (S.A. 1988, c. P12.01).
Functional Responsibility:
The Law Enforcement Review Board is an independent, quasi-judicial, provincial board whose original function was to hold inquiries into policing, police officer’s conduct and police officers' appeals on disciplinary action.
Under the 1988 Police Act, the responsibilities of the board expanded from inquiries into policing, police officer’s conduct and police officer’s appeals on disciplinary action to include the ability to hear appeals from the public, police officers, private investigators and security guards, and special constables.
Inquiries are held at the request of the Minister of Justice, a police officer, a private investigator, security guard, a special constable, or a member of the public.
Predecessor and Successor Bodies:
Before the establishment of the Law Enforcement Review Board, the Alberta Police Commission performed the function of police inquiry.
Administrative Relationships:
The board was under the jurisdiction of the Department of the Solicitor General (1973-1992), Justice (1992-2001), Solicitor General and Public Security (2001-2012), and Justice and Solicitor General (2012-present). The Board submits an annual report on its activities to the Minister.
Administrative Structure:
The Board has no fewer than three members. A member of the Board is appointed for a three-year term and is eligible for reappointment. A quorum consists of two members of the Board.
The Lieutenant Governor in Council appoints the Board and prescribes remuneration for the Board. The Lieutenant Governor in Council designates one member of the Board who is a member of the judiciary as chairman.
The Board and each member of the Board have all the powers of a commissioner appointed under the Public Inquiries Act (R.S.A. Chapter P-29, 1980).
