ADMINISTRATIVE
HISTORY/BIOGRAPHICAL SKETCH: According to the Book of Beta Sigma Phi, the Beta Sigma Phi manual, a City Council could be formed in cities where the number of chapters indicated its need and usefulness to Beta Sigma Phi members. The purpose of such Councils was to promote inter-chapter harmony, and to provide a way for the members of chapters to correlate their planning and activity for city-wide events. The Council was not to legislate, but rather to recommend, guide and foster cooperation and harmony in keeping with the ideals of the organization. In August 1943, the first City Council for Edmonton was established, with Catherine Munroe (later Richards) as president; this Council did not meet regularly and was not very active. The idea for a City Council reemerged about 1945, to consist of two representatives from each chapter who would meet once a month; in 1948, this was increased to three representatives. As more chapters continued to be established, this was reduced to two representatives in May 1968. The Edmonton Area Council of Beta Sigma Phi was incorporated under the Societies Act (R.S.A. 1955, chapter 315) on January 15, 1970, to unite members congenially in fellowship and friendship. Edmonton Area Council projects have included finding suitable club rooms, and coordinating the Football committee, for the selling of programs at Football games as a fundraising project. Along with fundraising activities, social activities were also important in Beta Sigma Phi, and included such events as Founder's Day banquets and Valentine balls.
