HISTORY/BIOGRAPHICAL SKETCH: In 1982, a committee of francophone parents approached both the Edmonton Public School Board and the Edmonton Catholic School Board about establishing a francophone elementary school in Edmonton, Alberta; the school was to be called École Georges et Julia Bugnet. The parents felt that the city's French immersion program was inadequate for francophone children. Though their proposals were rejected, École Georges et Julia Bugnet was opened as a private school in September 1983, however, it was without funding provided for public education. On April 21, 1983, the Parental Committee for the school École Georges et Julia Bugnet incorporated themselves under the Societies Act as Association de l'École Georges et Julia Bugnet. The Association de l'École Georges et Julia Bugnet has also been referred to as the Association Georges et Julia Bugnet and the Association Bugnet. The Association de l'École Georges et Julia Bugnet had the main objective of encouraging French language education in Alberta. After only one school year, the school École Georges et Julia Bugnet, administered by the Association albertaine des Parents francophones, closed as a result of lack of funds. With federal funding, the Association, along with Jean-Claude Mahé, Angéline Martel and Paul Dubé, took legal action against the Alberta Government to establish their right for the provision to their children of French language instruction in French minority language educational facilities out of public funds, a right granted to them under the Canadian Charter of Rights and Freedoms. A statement was filed with the Alberta Court of Queen's Bench in October of 1983; the court ruled in favour of the Association on July 24 1985, specifically that the Charter of Rights guaranteed French minority language rights where numbers warrant. However, the Association appealed the decision, as it did not go far enough, particularly with regards to the specifics. The case eventually reached the Supreme Court of Canada and on March 15, 1990, the Supreme Court determined that the Alberta Government had violated the rights of its Francophone population. The Association was subsequently dissolved.
SCOPE AND CONTENT: The fonds consists of the records of the Association de l’École Georges et Julia Bugnet, and includes correspondence, reports, newspaper clippings, court documents, court transcripts and teacher applications.
