His grandfather, Joseph Forestier, came from Haute-Savoie in France to the Duck Lake area to farm the land in 1894. Tharcis attended the Stobart School in Duck Lake and later the St. Boniface College in Manitoba before finishing his studies at the College St-Jean run by the Missionary Oblates in Edmonton. Around 1948 Tharcis, lost his right arm while helping with the farming work at the residential school in Brocket, southern Alberta. Going to Edmonton for an artificial arm, he met Father Paul-Emil Breton o.m.i. who asked him to work for the new Radio-Edmonton CHFA. Tharcis joined the CHFA French radio as an announcer in 1949, and retired from that radio station after 28 years of service. With Gabriel Paradis and Bernardin Gagnon, he was one of the first three employees of CHFA. He was responsible for writing and reading news, including sports and editorials; he was also announcer and producer of the popular program Ranch 680, which he started in 1950 and hosted for 12 years. In 1955, he became News and Sports Director. He was president of the Edmonton Sportswriters and Sportscasters Association.
