Halmrast received his initial education in La Crosse, and continued his studies in Warner, Alberta after his family moved to Canada in 1912. On July 21, 1925, Halmrast married Clarice Storrs of Medicine Hat, Alberta. Together they had five children: Lawrence, Ernest, Cecil, Marion and Audrey. Before entering politics, Leonard Halmrast was a sheep rancher and farmer and served as the director of the Southern Alberta Sheep Breeders Association. Halmrast also served as a school trustee from 1935 until 1946, and was the Vice-President of the Alberta School Trustees from 1943 until 1946. Leonard Halmrast was first elected to the Alberta Legislature at a by-election on August 6, 1945. He was appointed the Minister of Public Welfare on January 3, 1953. January 5, 1954 he became the Minister of Agriculture and remained in this post until 1962. He was then appointed Minister of Public Welfare on October 15, 1962. Halmrast served the Warner constituency for 22 years and retired from public office in 1967.
